NEW LOCATION FOR LEAF BAG DROP OFF
In accordance with PA DEP regulations, residents are not permitted to place yard waste at the curbside for garbage collection. The only exception to this is grass clippings which should be placed in plastics bags and put out with your regular trash.
Yard Waste Drop Off - For Franklin Park Borough Residents Only
The Yard Waste Drop Off Site is located at the south end of Blaine’s Way in Blueberry Hill Park and is open March 1st to December 1st of each year. An application must be completed annually. Permits are good for the current year only. Permits are required for both the yard waste and leaf bag drop off sites, although it is only necessary to obtain one Yard Waste Permit per year to access both drop off sites.

Brush/Tree Trimmings: The drop off site is to only be used for items such as tree or brush trimmings, and weeds/greens. You are restricted to dropping off trimmings that are up to 4” in diameter. The Borough also asks that you please utilize the April and November curbside brush chipping whenever possible.
Leaf Bag Drop Off site
Leaf Bags: All leaves must be placed in brown biodegradable bags. No exceptions. The Leaf Bag Drop Off site is located further down Blaine's Way, between the Yard Waste Drop Off site and McDevitt Road (see the posted signs). The Borough also asks that you please utilize the April and November curbside leaf collection whenever possible.

Application Submission - A permit is required annually and can be obtained by submitting the application one of the following ways:
- The application is available at the Municipal Building.
- Complete the online Yard Waste Drop Off Site Application and submit it electronically.
- Download the Yard Waste Drop Off Site Application, submit it by following the instructions at the bottom of the page.
An application must be completed annually. Permits are good for the current year only. The permit will be for the address listed on the permit only. Permits are required for both the yard waste and leaf bag drop off sites, although it is only necessary to obtain one Yard Waste Permit per year to access both drop off sites. This site is for residential disposal only, commercial use is prohibited. Disposal of entire trees is prohibited.
Prohibited Material - The following materials are not permitted to be placed at the Yard Waste Drop Off Site: grass clippings, tree or brush trimmings larger than 4” in diameter, garbage, stumps, logs, asphalt, concrete, dirt, mulch, clay, stone, construction materials or anything that won’t degrade.
Under no circumstances should anything be left in plastic bags. Dumping of items at the site other than the approved material or placing yard waste in any dumpster or other areas of the park is strictly prohibited.
These sites are under video surveillance and are subject to permit checks by Borough personnel.
