Chapter 154 of the Borough Code of Franklin Park Borough requires every person who engages in door-to-door sales to first apply for and obtain a Solicitation Permit. It is illegal to conduct door-to-door sales in Franklin Park unless the salesperson has first registered and received a borough issued identification card/permit. Click on the following links to view the Solicitation Permit Requirements and the Transient Retail Business Permit Requirements.
Non-profit organizations; charitable, religious or political, are not required to obtain a permit according to a ruling by the U.S. Supreme Court. We do ask exempt organizations and/or their solicitors to inform the Borough of who they represent, the dates they will be in the Borough and the names of each solicitor, however, they are not required to do so.
You can subscribe to our No Solicitation List and/or request a sticker by following the link to the No Solicitation List page. Solicitors not abiding by the No Solicitation List and/or No Solicitation sticker are in violation of our Solicitation Ordnance.

Application Submission - can be submitted one of the following ways:
- Download the Application for Solicitation Permit, submit the application along with all requirements to the Municipal Building either in-person, by mail, or placing in drop-off box.
- Complete the online Application for Solicitation Permit and submit it electronically with all requirements.
The current fee for a solicitation permit is $150.00. This fee is for the company not for each solicitor within the company. Payment needs to be submitted at the time the applications are submitted. It can be delivered to the Borough building or mailed in advance to Franklin Park Borough, 2344 West Ingomar Road, Pittsburgh, PA 15237.
The issued permit should be visible on each solicitor. Before purchasing any products or services, check for the Borough issued identification card/permit. If the salesperson does not have this credential (laminated card with photo), we urge you to call 9-1-1- or the Franklin Park Police Department (during normal business hours) at 412-364-1227, Monday – Friday from 8:00 am to 4:30 pm, to report the incident. You can also contact Donna Platt at 412-364-4115 x302 Monday-Friday from 8:00 am to 4:30 pm, to verify if the organization is registered with the Borough.
