Sidewalk Maintenance and Repairs

Under Pennsylvania law, the owner of any property abutting a sidewalk has a duty to maintain that sidewalk in a safe manner. In Franklin Park, that means clearing snow within 24 hours of a snow event and keeping the sidewalk in a state of good repair. Under the current regulations, property owners are required to keep sidewalks in the condition as when they were installed. That means that, when the Borough receives a complaint about the condition of the sidewalk, the Borough must require the property owner to make repairs such that the sidewalk is returned to its original condition. At the November 16 Council Meeting, Borough Council and Mayor will be considering an ordinance to amend the current sidewalk regulations to describe sidewalk defects and conditions that require repair. Specifically, this ordinance will ease the requirement that all sidewalks must be in as new condition.

Winter Reminders

The Borough’s snow removal priorities are major or arterial roadways, followed by school bus routes, neighborhood roads and finally cul-de-sacs.

Reminders:

• Ordinance No. 202-13 prohibits parking of vehicles on
Borough roads between the hours of 2:00 am and 6:00
   am. and/or
during snow removal times, periods of snowfall, ice
   accumulation and inclement weather.
• Do not shovel or plow snow into the street. Pile snow in your yard area.

Deer in Franklin Park

The Borough has received numerous complaints this year regarding the number of deer seen and the damage done. The Borough has worked with Suburban Whitetail Management for the past 3 years to attempt to help control the deer population. Suburban Whitetail has permission to archery hunt select Borough-owned properties during deer season. In addition, they are available to hunt private property if all state laws can be met. You can see further information about Suburban Whitetail Management (SWM) and their deer hunting program by clicking on any of the following documents:  SWM Landowner FAQs, SWM Connecting community & hunters, and SWM flyer.
